  1. The bulletins are done with a door.  The Door is available in the Citadel
  2. Doors room.  To execute the bulletins, type .d bull.  The usage is simple.
  3. You select the item by number, use zero or just return to exit.  The door
  4. will display data up to a screen full and then wait for you to type in Q
  5. to quit or anything else to continue.
